  Add a static public/offline.html and redirect /offline -> /offline.html; update vite.config to precache and use /offline.html as navigate fallback. Switch default broadcast connection to Reverb and make broadcasting config read REVERB_HOST/PORT/SCHEME (compute useTLS). Change IncidentCreated/IncidentUpdated to implement ShouldBroadcastNow for immediate broadcasts. Add feature tests for broadcasting config and the offline page.

Adds settings group caching, User helpers for accessible/owned stations, a migration for station_screens index, view tweaks, and many feature/tests to cover behavior and performance improvements.
